Retrieve runtime gateway capabilities, supported provider clouds, active catalog models, and available modalities with zero token cost.

The /capabilities endpoint returns runtime gateway capabilities, active provider clouds, available modalities, and enabled gateway features for the caller's virtual key.

Use it for capability discovery, preflight health inspection, and dynamic SDK adapter feature configuration with zero token cost.
